Who implements?

The Foreign Economic Relations Department of the Ministry of Planning and Investment
The Project Management Unit (PMU) for the project is placed within the Ministry of Planning and Investment. It is responsible for overseeing the day-today operations and management of the Capacity Building component and serving as the Secretariat for the M4P2 Management Board and providing support to the Chairman of the board. It acts as the Executing Agency for the M4P2 Programme.


Asian Development Bank
The Vietnam Resident Mission of the Asian Development Bank will responsible for ensuring the timely disbursement of funds across all components of the project. The ADB also manages the consultancy team contract in terms of technical content and provides partial funding for project activities. A representative from the ADB sits on the M4P2 Management Board.


Department for International Development
The United Kingdom Department for International Development provides funding for the project and provides additional technical support for the main tools of the project: (i) the Making Markets Work Better for the Poor approach; and (ii) the Challenge Fund instrument. A representative from DFID sits on the M4P2 Management Board.


Nathan EME Consultancy Team
The Nathan EME consultancy team along with its local partner organisation Mekong Economics is responsible for managing the day to day operation of the Vietnam Challenge Fund and the Policy Action Research component. Grant selection is undertaken by two independent appraisal panels compromising of prominent members of the private sector and research community in Vietnam respectively.
